    Change CFD Commission Decimal Places And Fix Bug

    1. Change @ActualComm DECIMAL(18,6) to @ActualComm DECIMAL(18,2)  in [Log].[_spAutoRefundCFDCommission] so that the calculated commission amount is the same as the one calculated in [CFD].[_spInsertCFDCommission].
    2. Fix a bug where additional refund is given when client commission override is involved
